EU free movement is one of the most powerful rights in the world. As a Croatian citizen, you can live, work, and settle in any of the 27 EU member states. No visa, no work permit, no employer sponsorship. You are treated as a local in a single labour market of over 450 million people. Move to Germany for a career opportunity. Retire in Portugal. Start a business in the Netherlands. No immigration queue required.
World-class education at domestic rates
EU citizenship unlocks higher education across Europe at dramatically reduced costs. In many EU countries, including Germany, Austria and the Nordics, university tuition for EU citizens is near-zero. You also gain full access to the Erasmus+ programme, which funds study exchanges, traineeships, and youth projects across 33 participating countries. For families, the saving per child can be substantial.
Healthcare across the continent
Every Croatian citizen is entitled to a European Health Insurance Card (EHIC), a free card that covers medically necessary state-provided healthcare in all 27 EU member states, plus Iceland, Liechtenstein, Norway, Switzerland, and the UK. Treatment is provided under the same conditions as insured nationals of the host country, often at no cost. It covers emergencies, chronic conditions, and maternity care. EU citizens enjoy seamless access to Europe’s financial infrastructure. Open a bank account in any EU country without the restrictions faced by non-residents. Send money cheaply via SEPA across 36 countries. Incorporate a company in any EU member state with full legal standing as a local citizen, accessing the entire EU single market for goods and services. Some EU countries offer mortgage and investment products exclusively to EU citizens or residents, further expanding your financial options.
Political voice across the EU
Croatian citizens have the right to vote in European Parliament elections, the world’s second-largest democratic election, with 720 seats representing 450 million people. You can also vote and stand in local elections in whichever EU country you reside. Beyond elections, EU citizenship means consular protection from any EU embassy worldwide, even in countries where Croatia has no diplomatic mission.
ETIAS & border exemption
ETIAS, the EU’s travel authorisation system for visa-exempt visitors, is scheduled to start in late 2026. Non-EU visitors, including Americans, Australians, and Canadians, will need to pre-register and pay a fee before every trip to Europe. EU passport holders are fully exempt. Similarly, the Entry/Exit System (EES), launched in October 2025, requires third-country nationals to submit biometrics at every EU border crossing. Croatian citizens cross freely: no scans, no queues, no fees.
A passport that has grown in value
Croatia’s full accession to the Schengen Area in 2023 was a watershed moment, adding seamless border-free travel across 29 European countries. In the same period the US passport fell out of the global top ten for the first time in over two decades, while European passports, led by France, Spain and Germany, took the top rankings. Croatia’s 7th place is exceptional by any measure.

The American passport has dropped out of the global top ten for the first time in decades. A Croatian passport now offers access to more countries.
Demand rising globally
Henley & Partners reports that applications for European citizenship by descent from Americans rose 183% in Q1 2025 against Q1 2024. The descent route remains open.
A note for Americans
A spring 2025 Harris poll found nearly half of all Americans expressed interest in obtaining a second citizenship, with two-thirds of Gen Z and Millennials citing travel freedom, stability and healthcare access as primary motivations. Applications for EU citizenship by descent from American applicants rose 183% in Q1 2025 compared to Q1 2024. If you have Croatian ancestry, the descent route is open to you regardless of where you were born.
